Get An Adult Library Card

It’s easy to get a Library Card! Just stop by the Circulation Desk to fill out an application.
You may also use the online Adult Library Card Registation Form we will then mail you your card, then come to the library to activate it. Be sure to bring photo ID with your current street address.
Please allow two days for your library card to be processed.

Please read the information below about eligibility, identification, updating or replacing a lost card.

Newburgh Free Library Cards are issued to individuals who
1. live or own property in the Newburgh Enlarged City School District
2. work or go to school in the district and do not live in another Library area within the Ramapo Catskill Library System (RCLS).
If you are not eligible, see Non-Newburgh Residents.


Patrons 18 and older need a photo ID and proof of their current physical address (e.g., a bill, pay stub, mail from a government agency, apartment lease, rent receipt, car insurance).

If you don’t have acceptable identification, see Internet Guest Passes.


If your name or contact information changes, please stop by the Library’s Circulation Desk and we will update your record. Although we have an annual update period, we’d like to keep your information as accurate as possible.


If you no longer have your card, promptly report the loss to the Library since you are responsible for all items checked out. For children, there is no fee for the first replacement card and $1.00 for subsequent replacements. Adults are charged $1.00 for replacement cards.


Library cards that haven’t been used within the last 5 years are deleted. If this happens to you, please see us for a new card. We’ll be glad you’re back!


You must present your library card for all transactions (borrowing, computer use, fee payment, etc). We do not look up borrower accounts. Loan periods and fees (subject to change) are listed below.


The Newburgh Free Library sets different loan periods depending on the type of material (collection & format). Because other RCLS member libraries may set different loan periods for similar material, it is the owning library that determines the loan period regardless of where the item is checked out. The following is a general guideline for loan periods on items owned by the Newburgh Free Library and is subject to change.

Laptops 1 2 Hours
Adults with clean Newburgh library cards can use a laptop in the library for two active 1-hour sessions per day. To borrow a laptop, you must present your library card and photo ID. Laptops are checked out for 3 hours to allow time to pick up, set up, print and return the laptop.**Note – Computer users can have two active sessions per day, whether using a desktop computer, a laptop or both.The daily fine for laptops begins to accrue 1 hour after the time due. A laptop is co  nsidered to be lost at the end of the business day on which it was checked out.
Museum Passes 1 3 Days
Museum Passes are loaned to Adults with Newburgh Free Library cards and clean library records.  The maximum fine is $50 and passes are considered to be lost 7 business days after the due date.


Although most materials can be renewed, some are restricted to one loan period. These include but are not limited to:
• Express (14-Day) Books
• DVDs – Movies for Adults
• Periodicals
• Requested (Hold List) Items
• InterLibrary Loans from RCLS libraries, when the owning library has restricted the item
• InterLibrary Loans from non-RCLS libraries


The Newburgh Free Library charges fines for overdue materials; fees for replacement library cards, photocopies and computer printouts; and for the cost of lost or damaged materials.

• Fines are based on the type of material (collection & format) and may differ from those charged by other RCLS member libraries. The circulation system automatically sets limits on fines accrued and items overdue. In the case of materials borrowed from other libraries, it is the owning library that determines the amount of the fine regardless of where the item is checked out. The following is a general guideline for fines on items owned by the Newburgh Free Library and is subject to change.



Adult Materials including: Books, Audiobooks, Pamphlets & Magazines $0.10/day
$10.00 maximum per item
($2.00 maximum per item for seniors 65 and older with I.D.)
Adult Media including: CDs, DVDs (Movies & TV Series), Instructional Media $0.25/day
$10.00 maximum per item

Juvenile Materials including: Books, Audiobooks and other printed materials $0.05/day
$2.00 maximum per item
Juvenile Media including: CDs and DVDs $0.10/day

Children under the age of 18 may be required to wait one week for a 2nd card and one month for a 3rd replacement card, depending on frequency of loss.

• Lost & Damaged Materials – the current replacement cost of the item is charged. We do not accept direct replacement of the item.  Other libraries may charge an additional processing fee.


You may not be able to check out materials if you owe more than $10.00 in charges of any type.
You may not be able to use Library computer workstations if you owe more than $25.00 in charges of any type.


Your borrowing privileges will be restored when your charges have been paid, including the return of any overdue item and payment for any lost items.
